Excavation and earthmoving in Mooball
Strung along Tweed Valley Way and the old Casino to Murwillumbah rail line, Mooball is a compact village known for its dairy-cow painted power poles. Sugar cane, beef cattle and bananas share the farms around it, with the bananas on the steeper slopes. Village lots with sheds, and the farms behind them, suit Luke's 5.5 t Kubota and ASV posi-track. The Fuso tipper brings road base in and takes spoil out.

Jobs Luke takes on in Mooball

Driveway repairs
Farm drives climbing the steep ground south and north-west of Mooball take a beating in heavy rain. Luke sorts the drainage and lays any culvert first. Then he tips gravel, levels it with the posi-track and rolls it.

Trenching and drainage
In the open valleys of cane and grazing land around Mooball, Luke digs farm drains and lays the culvert and ag drain pipe himself. In the village he digs and backfills service trenches for your licensed plumber or electrician to lay and connect.

Land clearing
Some hillsides around Mooball were cleared for cattle and bananas over the years, and others are still bush-clad. Luke clears regrowth, fence lines and tracks at the owner's request, with the grab for logs, after any approval comes through.

Soil removal and tipper
When a flood leaves silt across a yard or farm track, the posi-track or Kubota loads it onto the Fuso, bound for a lawful tip or approved site with a docket. Road base for the repair comes back on the return run.

The village sits at the foot of rolling hills, with the Burringbar Range enclosing the valleys to the west. North of it the country flattens out along Burringbar Creek and its floodplain, and steep ground bounds it to the south and north-west. NSW SES says Mooball Creek floods fast and drops fast, because its upper catchment is steep. In 2022, Council reported, the flood hit Mooball harder than earlier floods had. Council's flood chapter also maps high flood hazard land in the Mooball locality.
The village footprint is mostly lots fronting Tweed Valley Way, Pottsville-Mooball Road and part of Clarkes Road. South of Tweed Valley Way, Council's strategy describes lots 17 to 25 m wide and about 40 m deep, so measure the gap beside the house or shed. For farm jobs, photograph the gate, the track up to the work and the spot itself.
Before you dig in Mooball
Mooball is in the Tweed Shire Council area. These rules are worth checking before the machine is booked. Luke lodges his own Before You Dig enquiry for every job.
| Check | What it means |
|---|---|
| Acid sulfate soils on low ground | Tweed Shire Council says acid sulfate soils are common along the Tweed Coast. Written approval is needed in most cases before they're disturbed, and Council's management plan for minor works can't be used where groundwater is likely to be disturbed or dewatering is likely. Those jobs need a site-specific plan. |
| Bringing in fill | Council says filling land needs development consent in most cases. On flood-prone land, get a Section 10.7 certificate and a Property Flood Report for your lot before any fill is ordered, because flood planning levels change as flood studies are updated. |
| Trees and clearing | On non-rural land, clearing declared vegetation needs Council approval, which is free to lodge. That includes native plants 4 m or taller or 10 cm or more in diameter, any tree 40 cm or more in diameter, preferred koala food trees and threatened species. On rural RU1 and RU2 land, clearing native vegetation may need approval under the Local Land Services Act 2013. |
| Driveways and the road reserve | Any work in the road reserve, including a driveway across the verge or a kerb and gutter change, needs Council consent under section 138 of the Roads Act 1993 before it starts. |
| Near creeks and the estuary | To count as exempt development, earthworks must be at least 40 m from natural water and must not redirect water or carry sediment onto a neighbour's land. Work on waterfront land can also need a controlled activity approval from NSW Water. |
| Fire ants | Parts of the Tweed are in the NSW fire ant biosecurity zone. Earthmoving machinery must be cleaned free of soil before it leaves, and soil, fill and quarry products moved out of the area follow set rules. Zones change, so check the current NSW DPIRD maps. |

Questions about earthworks in Mooball
My place is south of the old railway line. Is it out of the flood?
Not necessarily. Council's flood chapter, revised in March 2026, treats the area south of the railway embankment as land behind a levee. Its defined flood level is taken from the main creek floodplain due north of the embankment, with a minimum of 13.0 m AHD. Ask Council for your lot's flood level before planning fill or a new drive, and Luke will work to it.
Does Tweed Shire Council need to approve my earthworks?
It depends on the job. Small earthworks can be exempt development if they meet the NSW standards, such as staying at least 40 m from natural water and not sending water or sediment onto a neighbour. Fill, acid sulfate soils, flood-prone land, trees and work in the road reserve each have their own approvals. Check with Council on 02 6670 2400 before the machine is booked.
